Watchers

An Election Watcher is an eligible voter who has been appointed by an authorized appointing entity to witness and verify the conduct of an election. Candidates, political parties, and issue committees are eligible to appoint Election Watchers depending on the type of election.

To be an Election Watcher, you must:

  • Be an eligible voter in Colorado;
  • Be selected by an authorized appointing entity;
  • Not be a candidate on the ballot nor an immediate family member by blood, marriage, or civil union to the second degree if watching for the candidate; and
  • Not have been convicted of any election offense specified in Article 13 of Title 1 or any similar election offense in another state or have been convicted of committing or conspiracy to commit sedition, insurrection, treason, conspiracy to overthrow government by use of physical force or violence, or any similar federal offense.

Election Watchers do not need to be a resident of a county to watch in a particular county.

Interested Election Watchers:

  1. Watcher Training Course: To observe election activities where personally identifiable information (PII) may be within view, you must complete a Watcher training course approved by the Colorado Secretary of State. Click here for more information and to link to the Colorado Secretary of State training. Print your certificate of completion and bring it with you to each location where you will perform your duties.
  2. Certificate of Appointment: You must present a completed Certificate of Appointment to the designated Watcher Contact when you arrive at the location you intend to observe. Your Appointing Entity must complete the form through Section 5. You must take and sign the Oath of Watcher in Section 6 in front of the Watcher Contact at that location.
    • Certificate of Appointment to observe Drop Boxes: Please note that there is a separate Certificate of Appointment for Ballot Drop Box Watchers. Ballot drop box watchers must report to Douglas County Elections to present this form with Sections 1, 2, 3, 4, and 6 completed by their Appointing Entity, the certificate of completed watcher training, a copy of the identification badge they are required to wear while watching a drop box to the Douglas County Elections office before watching a ballot drop box, and to take the oath in Section 5. The identification badge must read: “Official election watcher for (appointing candidate or entity)” in bold-faced type that is clearly legible.
  3. Rules for Watchers: Before you arrive at the location you are appointed to observe, familiarize yourself with both the Colorado Revised Statutes and Election Rules governing Election Watchers. Please also review this Watcher Checklist for additional policies for Douglas County election facilities.
  4. Voter Registration: To streamline the process, please be ready to present your Colorado ID or a copy of your current Voter Registration Record. You may obtain your current voter registration record from Colorado’s online voter registration system at GoVoteColorado.gov.

Appointing Entities:

  1. Certificate of Appointment: Appointed Watchers must present a completed Certificate of Appointment to the designated Watcher Contact when they arrive at the location you have appointed them to observe. You must complete the form through Section 5.
  2. Watcher Appointment List: Each appointing entity is required to provide Douglas County Elections with a list of their appointed Watchers before each election. Please email this Watcher Appointment List to the Douglas County Watcher Contact no later than the Friday before the current election.
