Investing in Parks & Recreation

Douglas County residents have long valued access to high‑quality parks, trails, recreation facilities and protected open space. These amenities support an active lifestyle, preserve natural landscapes and contribute to the exceptional quality of life residents enjoy. The County continues to invest in these community priorities, and the Zebulon Regional Sports Complex is one part of that broader effort.

Voter Support

In 2022, voters approved the extension of the Parks, Trails, Historic Resources and Open Space (PTHROS) sales and use tax, reaffirming our commitment to outdoor spaces and recreation. The Board of County Commissioners uses community feedback to determine how these voter‑approved funds are invested. PTHROS funds are used for the acquisition of parks, trails, open space and historic resources; planning, development and construction costs; and ongoing operations and maintenance. The tax revenue is allocated in five ways:

Recent Investments

Thanks to voter support, the County has invested in projects that expand access to sports, recreation, trails and nature—key features that make Douglas County a desirable place to live, work and play.

How Zebulon Fits In

While the Zebulon Regional Sports Complex is no longer anticipated to be funded with PTHROS funds, it is a major recreation project planned to meet long‑standing demand for youth and adult sports facilities. Proposed amenities include ice rinks, multi‑sport courts, ballfields, fitness facilities and more. Zebulon supports the County’s broader parks and recreation goals by:
