Costs & Economic Impact

The Zebulon Regional Sports Complex is a major parks and recreation investment planned for northwest Douglas County. The project aims to expand youth and adult recreation options to meet long-standing demand for indoor and outdoor sports facilities. This page summarizes how much the project will cost, how it will be paid for and its projected economic impact on Douglas County.

Total Project Cost

Douglas County’s current estimate for the complete project—including construction, site development, utilities and earthwork—is up to $100 million. KT Development, the project’s development partner, has provided a guaranteed maximum construction price for the main sports facilities of $65 million.

How the Project Will Be Funded

No New Taxes

The development of the Zebulon Regional Sports Complex will not raise taxes.

Will Zebulon Utilize PTHROS Sales Tax Funds?

While the Zebulon Regional Sports Complex was inspired by community feedback related to the allocation of Parks, Trails, Historic Resources and Open Space sales tax funds, the sales and use tax is not anticipated to be the primary funding source for Zebulon.

Primary Financing Method

Douglas County plans to finance the project through Certificates of Participation (COPs), a financing tool commonly used by public-sector entities, like local governments, to fund major capital projects within their existing spending authority.

What is the Difference Between a COP and a Bond?

How Will COPs Be Repaid?

At full build out, the County anticipates that facility-generated revenue—from sports programs, events, rentals, tournaments and partner operations—will exceed operating costs and annual lease payments. These revenues are expected to become the primary source for the long-term repayment of COPs.

What Happens if Revenue is Lower than Expected?

The County is still evaluating financial safeguards, partner contributions and revenue projections as part of final planning. More details will be released as agreements are finalized.

Economic Impact

An Economic and Fiscal Impact Analysis by the Metro Denver Economic Development Corporation and Denver Metro Chamber of Commerce projects significant economic activity from both construction and long-term operations of the Zebulon Regional Sports Complex and additional development at the site between 2026 and 2036:

The project is projected to generate $13.8 million in net fiscal impact to Douglas County from 2026–2036 (mainly from sales and property taxes). This does not include additional one‑time revenues such as permitting fees or development charges.
